1.0       PURPOSE OF THE REPORT

 

1.1       To provide Council with details of reports received and decisions made by the Executive and any subsequent recommendations to Council since the last meeting of Council on 15 May 2024.

 

 

2.0       DETAILS OF THE MEETINGS

 

2.1       The following sections provide details of decisions made by the Executive and recommendations to Council since its last meeting on 15 May 2024.  The meetings were held on the following dates:  21 May 2024; 28 May 2024 (Performance Monitoring); 11 June 2024; 18 June 2024; 9 July 2024 and 16 July 2024.

 

2.2       21 May 2024 Executive Meeting

The Executive Members met on Tuesday 21 May 2024.  Attending the meeting were:  Councillor Carl Les in the Chair.  Councillors Mark Crane, Gareth Dadd, Keane Duncan, Michael Harrison, Simon Myers, Heather Phillips, Janet Sanderson and Annabel Wilkinson.

 

In attendance: Councillors Kevin Foster, Paul Haslam (remote), Rich Maw and David Webster.

 

Apologies: Councillor Greg White.

           

Substantive agenda items were:

 

·         Decision regarding outcome of marketing exercise to procure a short term operator for Alpamare Waterpark (Appendix A to this item was considered in private)

2.3       28 May 2024 Executive (Performance Monitoring) Meeting

            The Executive Members met on Tuesday 28 May 2024.  Attending the meeting were: 

Councillor Carl Les in the Chair. Councillors Mark Crane, Gareth Dadd, Keane Duncan, Michael Harrison, Simon Myers, Heather Phillips, Janet Sanderson, Greg White and Annabel Wilkinson.

 

In attendance: Councillors Alyson Baker, Caroline Dickinson, Karin Sedgwick, Paul Haslam, Malcolm Taylor, George Jabbour, Peter Lacey and Cliff Lunn.

·         Q4 Performance Monitoring and Budget Report

·         Environment Agency Grants for North Bay Urgent Wall Improvements – Phase 2

·         Acceptance of the Music Hub Grant to run the North Yorkshire/York Music Hub to deliver the National Plan for Music:  Education

2.4       11 June 2024 Executive Meeting

2.5       18 June 2024 Executive Meeting

2.6       9 July 2024 Executive Meeting

2.7       16 July 2024 Executive Meeting

·         Proposed changes to the Council’s Home to School Travel Policy

·         Proposal to cease to maintain St Hilda’s Ampleforth Church of England Voluntary Controlled Primary School

·         Scarborough Harbour West Pier – Appropriation of a parcel of land

·         Long Term Plan for Scarborough

·         Malton and Norton on Derwent Neighbourhood Plan – Decision Statement and Referendum

·         Examiners Report on the Pannel and Burn Bridge Neighbourhood Plan – Decision Statement and Referendum

·         Council run care homes in Malton and Pickering.

·         Transfer of part of former Northallerton School and Sixth Form College to the Department for Education

3.0       MATTERS FOR APPROVAL/INFORMATION AT COUNCIL

 

3.1       The Executive considered the reports and resolved to recommend the following to the meeting of Full Council for consideration:

 

3.2       Revenue Budget, Treasury Management and Capital Plan

 

            This item was considered at the meeting of the Executive held on 28 May 2024 where the Executive was asked to recommend to Council the proposed carry forward of the net capital underspend.

 

RECOMMENDATION:

 

That the proposed carry forward to 2023/24 of the net capital underspend totalling £12.4m be noted.

 

 

3.3       Administrative amendments to the LGPS Discretions Policy

 

            This item was considered at the meeting of the Executive held on 11 June 2024 where the Executive was asked to recommend to Council that it delegates to the Assistant Chief Executive – HR and Business Support the power to make in-year minor administrative amendments to the LGPS and that consequential amendments be made to the Constitution by the Assistant Chief Executive Legal and Democratic Services to reflect the delegation.

 

RECOMMENDATION:

 

That delegation be given to the Assistant Chief Executive – HR and Business Support to make in-year minor administrative amendments to the LGPS and that consequential amendments be made to the Constitution by the Assistant Chief Executive Legal and Democratic Services to reflect the delegation.

 

 

3.4       Joint Local Health and Wellbeing Strategy 2023-2030

 

            This item was considered at the meeting of the Executive held on 18 June 2024 where Executive was asked to recommend for endorsement by full Council the Joint Local Health and Wellbeing Strategy 2023-2030.  A separate report has been included as an agenda item for this meeting as this strategy is included in the Council’s Policy Framework.

 

3.5       Council Size Submission to Local Government Boundary Commission for England (LGBCE) Electoral Boundary Review

           

This item was considered at the meeting of the Executive held on 9 July 2024 where the Executive was asked to Council for approval the submission of the Council Size Submission to Local Government Boundary Commission for England (LGBCE) Electoral Boundary Review. A separate report has been included as an agenda item for this meeting as this strategy as it relates to the Council Constitution.

 

3.6       Proposed Changes to the Constitution for recommendation to full Council

            This item was considered at the meeting of the Executive held on 9 July 2024 where Executive was asked to recommend for endorsement by full Council the proposed amendments to the Constitution.  A separate report has been included as an agenda item for this meeting as it relates to the Council Constitution.

 

3.7       Consultation on changes to the Council’s Home to School Travel Policy

            This item was considered at the meeting of the Executive held on 16 July 2024 where Executive was asked to recommend for endorsement by full Council the proposed changes to the Council’s Home to School Travel Policy.  A separate report has been included as an agenda item for this meeting as this strategy is included in the Council’s Policy Framework.
